Road safety improvements for 2014/15

Black spots across South Australia will be upgraded as part of a range of road safety improvements.

Around $16 million will be invested through the State Black Spot, the Responsive Road Safety and the Shoulder Sealing Programs.

Nine new priority projects have been identified through the Black Spot Program across South Australia.

Eight previously approved projects have also received additional funding.

The Program provides for infrastructure improvements such as traffic signals, intersection upgrades and safety barriers at some of the most dangerous locations on our roads.

The Government has committed $36.6 million for the State Black Spot Program over the next four years.

The Shoulder Sealing Program will fund ongoing works on the Spalding-to-Burra road and provide for additional works on the Lincoln Highway near Tumby Bay.

Shoulder sealing is the most effective method of addressing single-vehicle run-off-road crashes.

Part of the Responsive Road Safety Program will fund motorcycle infrastructure improvements in the Adelaide Hills.

It will also provide for pedestrian safety upgrades around the Entertainment Centre precinct through the installation of variable speed limit signs which will be used during major events.

There is funding for minor intersection upgrades in regional locations, enhanced safety at metropolitan traffic lights and new wombat crossings in Hahndorf.

Money will be given to the Way2Go program and used to make improvements around schools.

State Black Spot:

New Projects
Montague Road, Ingle Farm
Sight distance improvements at the Ingle Farm Shopping Centre access, by providing a wide painted median between the existing left turn slip lane and the adjacent westbound through lane. Over the period 2008-2012 there were 21 crashes at this location.

Kings Road/Bolivar Road, Paralowie
Intersection upgrade with the installation of a seagull treatment. Over the period 2008-2012 there were 12 crashes at this Paralowie location, of which ten were right angle and 2 were rear end crashes.

Main North Road, Enfield (between Darlington Street and Grand Junction Road)
A lighting upgrade will make the intersection safer by including new luminaries along with a frangible, impact absorbing pole. Over the period 2008-2012 there have been five crashes at this site.

Meadows - Willunga Road, Alexandrina
Safety improvements south of Meadows will be made by installing safety barriers at targeted locations, sealing shoulders, edge lines and delineation. Over the period 2008-12 there were three crashes at this location.

Southern Ports Highway, Southend/Rendelsham (between Beachport and Millicent)
Road safety improvements will be underway with shoulder sealing, safety barrier upgrades and better delineation. Over the period 2008-2012 there have been five crashes at this location.

George Street/Dew Street, Thebarton (Stage 1)
Intersection improvements will commence with stage 1 of a 2 year project to install a roundabout. Over the period 2008-2012 there have been five crashes at this site.

Welland Plaza Road (Welland Avenue, Frederick Street, Way Terrace and Brand Avenue), Welland
Traffic and parking improvements will made to this location to increase road safety. Over the period 2008-2012 there has been one crash at this site.

Baker Road, Gawler River
Road safety upgrades will be made by improving the approach sight distance and road formation width to the floodway, upgrading culverts, signage and delineation. Over the period 2008-2012 there has been one crash at this site.

Old Princes Highway/Compson Road, Mt Barker
Intersection improvements will be made by re-aligning the intersection to clarify traffic priority and improve the sight lines. Over the period 2008-2012 there has been one crash at this site.

Morphett Road/Sturt Road Intersection Improvement
Intersection Improvement: Fully control right turns and extend right turn lanes.

Stockwell Road/Nuriootpa - Angaston Road Intersection Improvement
Intersection Improvement: Install pavement bars on approaches to intersection, upgrade lighting, relocation of services, install left turn lane into Stockwell Road.

Greenhill Road (Clark Street to Joslin Street) Median Traffic Management & Intersection Improvement
Median Traffic Management & Intersection Improvement: Mast arm installation, right turn lane extension, high entry angle left turn lane, installation of median U-turn openings and median extensions at Clark Street & Joslin Street.

Grange Road/Findon Road Intersection Improvement
Intersection Improvement: Additional right turning lanes, installation of mast arms and a high entry angle left turn lane.

Playford Highway/Hog Bay Road Intersection Improvement
Intersection Improvement: Realignment, channelized T-junction turn lane, traffic island and tree removal.

Bains Road/Emmerson Drive Junction Improvement
Channelized T-junction and installation of painted flush median islands.

Baker Gully Road (part), Chapel Hill Road and Chaffeys Road Safety Improvement
Targeted shoulder widening and sealing, culvert extensions and/or barriers, signals, delineation and line marking.

Abattoir Road, Port Pirie
Stage 2 realignment of curves, improving the road width, sealing, delineation and improving signage.

Shoulder Sealing Program:

Spalding to Burra Road.
Lincoln Highway near Tumby Bay.

Responsive Road Safety Program:

Variable Speed Limit Signs near the Entertainment Centre
Variable Speed Limit Signs will be installed near the Entertainment Centre on Port Road, Adam Street and Manton Street in Hindmarsh which will allow the speed limit to be reduced prior to the start and finish of major events at the Entertainment Centre, Hindmarsh Stadium and the West End Brewery Riverbank Christmas Lights.

Minor intersection improvements at rural junctions
Riddoch Highway/Spain Road, north of Mount Gambier - Intersection Improvement: Closure of Spain Road leg of intersection and closure of Rahley Road.
Noarlunga-Victor Harbor Road/Meadows-Willunga Road Intersection Improvement – Installation of a seagull treatment with high entry left turn.
Riddoch Highway (Bay Road) - Riddoch Highway/Commercial Street (Mount Gambier) - Intersection improvement: Signal modification with right turn arrows and lanes and a painted traffic management scheme.
Princess Highway (Jubilee Highway East) - Princess Highway/Crouch Street (Mount Gambier) - Intersection improvement: Kerb realignment and relocation of services.

Hahndorf Wombat Crossings
Two pedestrian crossings have been constructed on the main street of Hahndorf, one at each end of the business precinct, which will provide a lowered speed environment and safe crossing points for pedestrians. The speed limit leading up to and between the Wombat Crossings will be reduced from 50km/h to 40km/h.

Improving safety at signalised intersections in Metropolitan Adelaide
Improve safety for right turning vehicles at signalised junctions within metropolitan Adelaide by fully controlling right turn movements. Locations will chosen based on reducing the highest number of crashes and injuries.

Motorcycle Safety Infrastructure Improvements
Road safety motorcycle infrastructure improvements within the Adelaide Hills.

Way2Go Program
Minor infrastructure improvements through the Way2Go program that improve travel routes around schools.

High Visibility Long Lasting Pavement Marking
Trial high performance long life pavement marking within the Adelaide metropolitan area to assist with night time visibility and the length of time it will last on South Australian roads:
• Cross Road, City of West Torrens
• Glen Osmond, City of Unley
• Portrush and Hamstead Roads, City of Port Adelaide, Enfield

Final asphalt for Darlington Upgrade Project

As part of the Darlington Upgrade Project, night and weekend works will be undertaken in the lowered motorway and on South Road to install the final layer of asphalt and line marking.
